Understanding the APDES MSGP No Exposure Certification: What It Is and Why It Matters

What is the No Exposure Certification Form?

 

The No Exposure Certification form is submitted to the Alaska Department of Environmental Conservation (ADEC) to certify that your industrial activities and materials are not exposed to stormwater. If accepted, it means you won’t need coverage under the multi-sector general industrial stormwater permit.

But here’s the catch:
If you fill it out wrong or overlook a detail, you could face enforcement or be required to apply for the full permit.

Key Things to Know Before You Submit:​

 

✅ "No Exposure" Means Truly No Exposure
– All industrial materials and operations must be protected by permanent structures (think roofs, secondary containment, and pavement).

✅ You Must Certify for Each Location
– No Exposure Certification forms are site-specific - don't assume a single form covers your whole operation.

✅ Watch for Common Pitfalls
– Leaky drums, unsealed dumpsters, or uncovered loading docks can disqualify you.

✅ Annual Certification
– Even if conditions haven’t changed, perform an annual review and if there are changes you may need to update your form or obtain a SWPPP.
